During the 1990's the Government Services Agency (GSA) entered into contracts for office space with the private sector in a lease-back agreement. This process required a Design-Build proposal generated from a Request for Proposal. This document would outline the major building components in terms of use and left the design and construction to the Design-Build team. Office buildings ranged from Federal Court Houses to Internal Revenue Services regional offices.

The design process often required extensive Life-Cycle analysis based on various scenarios suggested by the government. The ultimate design was always based on Life-Cycle and not First Cost. Streets was the successful mechanical design builder on numerous properties across the country.
